POSITION SUMMARY

The Recruiter supports the full employment life cycle, fostering a positive employee experience from recruitment and onboarding through retention and off boarding. Responsibilities include managing sourcing strategies, job postings, applicant screening, interview coordination, and hiring processes for all positions. The role ensures compliance with City policies, employment laws, and established approval protocols while guiding new hires through onboarding to promote a smooth and welcoming experience. This position requires 24 hours weekly (roughly three (3) days a week) and will report to the Human Resources Director.



Job Responsibilities (Include, but not limited to)

  • Manage the full-cycle recruitment process including posting positions, screening resumes, conducting interviews, coordinating hiring manager interviews, and managing offer processes
  • Develop and implement effective recruitment strategies to attract a diverse pool of qualified candidates using job boards, social media platforms, and professional networks
  • Collaborate with HR leadership on initiatives supporting employee engagement and retention
  • Maintain accurate and up-to-date applicant tracking, recruitment and other records in HR systems
  • Manage the full cycle recruitment process including posting positions, screening resumes, conducting and coordinating interviews and managing the offers process
  • Collaborate with HR Team members on programs to ensure smooth new-hire transitions
  • Provide insights to management on hiring trends, recruitment metrics, turnover and market conditions
  • Partner with hiring managers to identify needs and develop job descriptions and specifications
  • Represent the City of Grandview at career fairs and community events to promote job opportunities
  • Ensure compliance with federal, state, local employment laws and organization policies through all activities
  • Facilitate onboarding new hires, retention and off boarding procedures to ensure compliance and positive employee experiences
  • Conduct exit and stay interviews
  • Assist in creating and analyzing employee satisfaction surveys to identify potential retention risks early
  • Promoting internal job opportunities and assisting employees moving into roles aligned with their career goals
  • Support employer branding on platforms like Glassdoor or LinkedIn, addressing any negative feedback proactively
  • Work with managers to identify skill gaps and development opportunities, ensuring employees see a future with the organization
  • Assist HR in implementing recognition programs
  • Assisting in the development of campaigns aimed at attracting talent or promoting organizational initiatives – monitor effectiveness and suggest improvements
  • Provide recommendations on creative concepts and approaches based on trends and audience insights
  • Maintain repository of all materials for easy reference and use
  • Updating processes and procedures regularly to reflect new initiatives or changes in process
  • Work with internal stakeholders to gather content requirements to create and design appealing marketing materials
  • Act as an advocate for workplace culture initiatives during recruitment and beyond
  • Provide insights and recommendations on market trends and recruitment best practices



Minimum Qualifications 

  • Associate’s degree in Human Resources, Business Administration, or related field; equivalent experience considered
  • 2+ years of experience in recruiting, talent acquisition, or related human resources function
  • Knowledge of HR policies and practices, with experience using HRIS systems
  • Proven experience in recruitment, talent acquisition, or a related field
  • Business level written and verbal communication skills in English
  • Positive, professional demeanor with a strong customer service focus and commitment to fostering a positive work environment
  • Strong attention to detail
  • Must pass a background and reference checks



Preferred

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Prior experience working for a federal, state, county or municipal government
  • Professional HR Certification (PHR, SPHR, etc.)
  • Strongly preferred - Knowledge and ability in utilizing graphic design software (e.g., Canva, Adobe, etc.)

 


Physical Demands & Work Environment

  • Ability to perform standard office tasks, including prolonged computer use and occasional lifting of up to 25 pounds
  • Occasional travel to job fairs, recruitment events, and other organizational locations
  • Ability to operate a variety of office equipment such as computer, telephone, fax machine, computer printer and photocopier
  • Ability to recognize and respond to job-related materials and communication
  • Work is performed in an office environment and is regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions

     

Pay & Benefits 

$25.47 - $34.38 hourly, depending on qualifications. Part-Time employees accrue PTO and receive paid holidays.
