Summary

The Public Works Maintenance Superintendent oversees the operations and maintenance of municipal infrastructure, including water systems, sewer systems, streets, signage, snow removal, and stormwater systems. This role manages personnel, budgets, and resources to ensure efficient service delivery and compliance with safety and operational standards.

Essential Functions

  • Supervision and Leadership
    • Lead, supervise, and evaluate the performance of Public Works Division personnel.
    • Provide team leadership to foster accountability, professional growth, and effective teamwork.
    • Coordinate work schedules and assignments to ensure efficient operations.
  • Safety and Compliance
    • Oversee and coordinate the City’s Work Safety Program, ensuring compliance with safety standards and regulations.
    • Ensure adherence to regulatory reporting requirements and compliance with all applicable rules and regulations.
  • Operations Management
    • Direct and oversee the maintenance and construction of municipal infrastructure, including water distribution systems, sewer systems, streets, signage, traffic signals, snow removal, and stormwater systems.
    • Coordinate meter reading schedules with the Utility Billing Clerk.
    • Respond to public complaints and inquiries, directing work or providing answers as needed.
  • Budget Management
    • Prepare and manage the annual budget for transportation, water, and sewer funds.
    • Authorize the procurement of materials, parts, and equipment to support operations.
    • Prepare reports on equipment usage, materials, and expenditures.
  • Strategic Planning and Communication
    • Assist in identifying, adopting, and scheduling capital improvement projects.
    • Collaborate with external departments and engage in community promotion and education initiatives.
    • Prepare and present activity reports to the Community Development Director.
  • Miscellaneous Responsibilities
    • Perform other duties as assigned to support the overall mission of the Public Works Division.

Essential Knowledge, Experience, and Ability

Minimum Qualifications

  • High school diploma or equivalent required
  • Valid State of Missouri Class A Commercial Driver's License required
  • Five (5) to seven (7) years’ experience in related field
  • Must have a current “DS3 water operator's license or the ability to obtain within six (6) months

Preferred Qualifications

  • General facilities maintenance knowledge
  • Pertinent water and sanitary certifications
  • Associates degree in related field preferred

Knowledge, Abilities and SkillsKnowledge of:

  • Principles and practices related to the operation and maintenance of municipal infrastructure (water, sewer, streets, stormwater systems).
  • Safety standards, regulatory requirements, and compliance
  • Budgeting and financial management
  • Capital improvement planning and project scheduling for public works.

      Ability to:

  • Communicate effectively with staff, the public, and other departments, both verbally and in writing.
  • Supervise, train, and evaluate staff performance, including managing disciplinary actions.
  • Adapt leadership approach to meet organizational and personnel needs while maintaining operational efficiency.
  • Analyze operational data and performance metrics to optimize work processes and outcomes. 

      Skills in:

  • Operation and maintenance of public works equipment, including vehicles and specialized tools for infrastructure tasks.
  • Conflict resolution and effective customer service with both internal and external stakeholders.
  • Project management, including planning, implementing, and overseeing capital improvement projects.

  • The work is performed under the supervision of the Community Development Director.

Supervision Exercised

  • The Public Works Maintenance Superintendent will be responsible for supervising the Public Works Division.

Work Environment

  • The primary duties of this position are performed in a public building environment and outdoors and may include working on rooftops and in adverse weather conditions and hazards involving the use of power tools and heavy equipment and hazardous chemicals.
  • Adverse outdoor working conditions including extreme heat and cold and inclement weather
  • Exposure to dirt and dust

Essential Physical Abilities

  • Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and alarm and warning systems, including backup alarms
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment
  • Sufficient strength to lift objects over 50 pounds
  • Sufficient body flexibility and balance to perform maintenance and repair operations which require climbing and working on ladders and power lifts
