Pay, Education & Experience:

  • Salary range is $124,009.60 to $186,014.40.  Actual starting pay depends on the experience and skills considered during the offer process. Relocation expenses may be considered during the offer process as well.
  • Bachelor’s degree or professional certification in urban planning, public administration, engineering, architecture, landscape architecture, geography, or related field required.  A combination of education and experience may be considered.    
  • Master’s degree in planning, public administration or business preferred.
  • Eight years of progressively responsible and related experience to include supervisory experience is required.  Tangible economic and community development experience to include planning and initiating initiatives such as business recruitment, retention, expansion, development agreement, incentive programs and complex redevelopment projects.


Brief Description of Duties:

Under the supervision of the City Administrator, the Director of Community Development is an exempt position under FLSA. Ensuring that development within the city occurs legally and logically is the primary responsibility of this position. The employee is responsible for planning, implementing and overseeing community development functions and initiatives taking into consideration the short and long-term needs of the City. Providing citizen assistance and gathering information for the City Council is expected. This position supervises the city's planning and development function as well as codes and building inspection. This employee should possess excellent communication, organizational, and public relation skills. In addition, exercising independent judgement and simultaneously considering the financial, ethical, legal and regulatory variables that affect the City is vital.


  • Performs complex and professional level management, leadership, budget research, economic and community development management, strategic and special projects management, capital project management, policy development and administrative functions.
  • Manages all activities and personnel within Community Development to include performance management and training.
  • Provides direction, leadership, supervision and guidance as it relates to the functions of planning, community development, economic development, redevelopment and code compliance.
  • Plans and initiates economic development initiatives to include business recruitment, retention, expansion, development agreement, incentive programs and complex redevelopment projects.
  • Markets the City through various contacts and resources while maintaining confidentiality on prospects.
  • Serves as the initial contact person regarding industrial, commercial and residential prospects.
  • Assists with contract development, development agreements, property sales or acquisition and economic development-oriented negotiations.
  • Effectively communicates to elected and appointed officials, citizens and other interested parties while keeping the City Administrator informed of departmental activities, project status and any other relevant matters.
  • Participate in professional development through training courses, attendance at conferences, applicable meetings and engaged membership in relevant associations including professional certifications.
  • Attend county level planning meetings, representing the interest of the city, works with state and federal agencies such as Kansas Department of Health and Human Services, MARC, Kansas Department of Transportation, Kansas Department of Housing and Commerce, Miami County Commission.
  • Prepares and oversees department budget.
