As a Civil Engineer in our Engineering Division, you'll play a pivotal role in shaping the future of Overland Park. You'll be at the forefront of planning project locations, leveraging funding, selecting top-tier consultants, reviewing construction plans, and managing projects from preliminary design through to completion. Your expertise will directly influence the development and maintenance of City Design Criteria, Specifications, and Standard Details.

Responsibilities: 

  • Manages design and construction of major maintenance and flood control projects.
  • Maintenance - Repair and replacement of aging and deteriorating storm sewer infrastructure. The locations are determined from infrastructure inspections that provide condition ratings using a nationally recognized pipe and structure asset certification process.
  • Flood Control - Stormwater system improvements for undersized existing systems or construction of a new system to alleviate street and structure flooding.
  • Review hydraulic and hydrology calculations.
  • This position will assist in the City's MS-4 permit and requirements.
  • This position will assist the Flood Warning Team.
  • This position will assist the public with drainage concerns and bank erosion stability concerns.
  • Participates in the development of the five-year Capital Improvement Program and Maintenance Program.
  • Prepares plans and specifications for projects.
  • May assist with the design and construction of thoroughfare, street, bridge projects.
  • Provides leadership for all team based activities, to include project management teams and task groups.
  • Coordinates engineering-related activities with other Department divisions, City departments, other governmental agencies etc.
  • Develops project-related briefings and presentations for the Governing Body, City Manager, citizen groups and professional organizations.


Civil Engineer I requirements:

  • Bachelor's degree in civil engineering or a related engineering field of study to gain formal knowledge of hydraulic design, hydrology, street design, structural analysis and design, and other engineering principles and practices.
  • Possession of Engineer-In-Training Certification within twelve months of hiring.
  • Possession of an appropriate valid driver's license. Must maintain an insurable driving record.


Civil Engineer II requirements:

  • Above requirements including education and certifications plus Professional Engineer registration in the State of Kansas or registration in another state with State of Kansas registration required within one year of hiring.
  • Four years of experience in the civil engineering field or an equivalent level of experience.


Civil Engineer Senior requirements: 

  • Above requirements including education and certifications plus six years of civil engineering design, or an equivalent level of experience required.
  • Three years project management/engineering design/construction management preferred.


Skills: 

  • Good oral and written communication skills for dealing with the public, contractors, and other city officials.
  • Mathematical aptitude needed to analyze complex engineering data.
  • Computer skills to include knowledge of AutoCAD and expertise with spreadsheet and database software application programs.


Mental Requirements: 

  • Ability to read and comprehend city regulations.
  • Ability to analyze complex engineering problems and recommend possible solutions.
  • Analytical skills to perform high-level mathematical calculations.
  • Ability to work under distracting field conditions.
  • Understanding of computer hardware and software as it applies to engineering concepts.
  • Exhibit diplomacy and judgement when working with residents, contractors, or other public officials.
  • Ability to train and guide subordinates.
  • Abstract and logical reasoning.
  • Ability to operate city vehicles on city streets and over uneven roads under construction.


Physical Requirements: 

  • Ability to lift minimal weight and transport minimal distance.
  • Hand and eye coordination to operate data collection equipment.
  • Hand and eye coordination adequate to input computer data and operate traffic control devices.
  • Exposure to extreme environmental conditions while conducting site inspection and collecting field data.
  • Ability to travel to field locations.
  • Ability to visually review engineering plans and reports.
  • Ability to operate computer.
  • Ability to make and receive phone calls.
  • Mobility to travel to work/project sites.
  • Visual acuity to observe traffic conditions and flow.
  • Climb, walk, stoop, bend.
  • Ability to lift 20 pounds and transport 15 feet.
  • Ability to operate city vehicles on city streets and over uneven roads under construction.


No City residency requirement.

Must successfully pass a background check, drug screen, and physical exam.

Normal Work Schedule: 8:00 a.m. - 5:00 p.m., Monday - Friday

Salary Range: I - Grade H: $74,227.71 - $102,105.08/year

II - Grade J: $89,700.91 - $123,787.72/year

Sr. - Grade K: $99,624.88 - $139,474.00/year
