
Assistant Fire Chief
POSITION SUMMARY
The role of this Assistant Fire Chief / Training Program Manager is to assist in planning, directing, and reviewing the activities and operations of the Fire Department. Training is crucial for success in emergency services, as personnel must be prepared to meet the evolving demands of the field. Taking on the role of Training Program Manager demonstrates your ability to build effective and adaptable teams capable of tackling a variety of challenges. This person will provide highly responsible and complex executive level support to the Fire Chief with a focus on training as a member of the Fire Chief’s management team.
As a Shift Commander, this person will also plan and oversee the daily activities (emergency and non-emergency) of a shift involving stations and firefighting companies; enforces established departmental guidelines and regulations. Holds regular meetings with personnel. Responsible to stand in for Fire Chief in his absence. The work is performed under the direction of the Fire Chief.
Job Responsibilities (Include, but not limited to)
- Responds to and commands major incident scenes during an assigned shift and in the absence of the Fire Chief. Allocates personnel and equipment, assigns scene responsibilities, and develops and implements strategies and tactics
- Plans, organizes, assigns and directs the work activities of shift subordinate staff. Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; identifies work-related problems, problem characteristics and impact; formulates possible solutions
- Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels and training needs and to recommend appropriate personnel actions such as promotions, commendations, disciplinary actions, discharge and grievance dispositions
- Participates in on-going training
- Conducts shift staff meetings
- Receives and responds to complaints, concerns and questions from the public, city officials, other agencies and shift personnel regarding department activities and services
- Participates in budget development and monitoring
- Ensures readiness of department equipment and materials. Schedules equipment maintenance and repair of equipment
- Writes reports and updates activity logs for assigned shift. Reviews reports prepared by others for accuracy and completeness
- Participates in fire prevention programs. Prepares and gives public presentations, workshops and seminars regarding fire prevention
- Represents the department in the absence of the Fire Chief
- Coordinates department operations with other agencies and departments
- May issue citations for violations of fire codes
Training Program Manager Specific Responsibilities
- Train staff on principles, policies, and procedures needed to create and maintain a safe working environment for citizens and firefighters. Ensure all staff meet the job performance requirements set by NFPA standards
- Use realistic simulations and drills to improve learning and regularly review and update these training programs to maintain high standards
- Conducts comprehensive skills and knowledge assessments, including Driver/Operator testing as well as evaluations at the Captains Assessment Center, in accordance with the stipulations outlined in the collective bargaining agreement
- Create an environment that fosters professional growth and mentorship that is crucial for developing strong leaders
- Introduce new training technologies, providing interactive learning experiences that prepare our team to face challenges and adapt to a changing work environment
Minimum Qualifications and Knowledge
- Minimum five (5) years of progressively responsible fire department operations experience that includes two (2) years’ supervisory experience
- Firefighter I and II certification, Fire Service Instructor I, and Emergency Medical Technician or Paramedic License
- Associate degree in Fire Science or related field or ability to obtain within 18 months
- Fire Services Instructor II and NFPA 1403 Live Fire Instructor Certifications or must obtain within 12 months
- Possession of a valid state driver’s license
- Must successfully pass a background/reference checks and physical
- Ability to perform mid data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework
- Ability to manage and direct a group of employees, which may include first-line supervisors
- Oversees and controls employee discipline, selection and allocation, and planning of human resources
- Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution
Physical Demands / Work Environment
Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic/poisonous agents, potential violence, disease, or pathogenic substances. Requires the ability to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as fire vehicles, fire apparatus, computer terminal, emergency medical equipment, emergency communications equipment, gas detectors, camera, mechanic’s tools, carpenter’s tools, axes, pry bars and audio/visual equipment.
Pay & Benefits
$68,661 - $113,167 annually depending on qualifications.
