POSITION SUMMARY

This position is responsible for overseeing critical functions within the City’s Finance Department, including the supervision of billing and revenue collection activities and the management of the City’s payroll operations. The role provides leadership to support staff, ensures compliance with applicable laws and procedures, and contributes to the accuracy, efficiency, and integrity of financial processes. The Accounting Supervisor plays a key role in maintaining high standards of customer service and operational accountability. Work is performed under the direction of the Finance Director.

 

Job Responsibilities (include, but not limited to)

Plans, organizes, assigns, schedules and directs the work activities of billing/collection clerks and Payroll and Accounting Specialist. Supervises the entire payroll process as well as the occupational license process

Coaches and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; identifies work-related problems, problem characteristics and impact; formulates possible solutions

Reviews and evaluates work performance and/or products of billing/collection staff and the Payroll & Accounting Specialist with established standards to determine employee production levels, training needs and recommends employee personnel actions that include disciplinary actions, discharge and merit increases

Trains billing/collections staff and the Payroll & Accounting Specialist in the work principles, policies and or procedures required to maintain and/or improve the production levels of employees in accordance with established standards

Greets and responds to inquiries from the general public regarding office procedures, tax laws, and particular program areas. Resolves problems in difficult customer service situations. Provides information to customers as needed

Establishes cash handling procedures and reviews staff cash handling for compliance with City and County procedures.

Collects and verifies collection clerks’ deposits; fills change orders for license office; balances petty cash account, recounts bank deposits. Prepares change orders as needed

Prepares weekly tax distribution for County collections

Prepares and submits W2s and 1095c

Types personnel action forms, and other general office documents

Sorts and boxes city records for archives and records management

Prepares various ad hoc payroll or collections reports when requested

 

Minimum Qualifications

Bachelor’s degree in accounting, finance or business administration

Three to five years of supervisory experience or any combination of education and experience that provides equivalent knowledge, skills and abilities

Must have a familiarity with payroll functions, including the preparation and filing of tax deposits, quarterly government reports, W2’s and 1095 C forms

Working knowledge of Excel

Must successfully pass background and reference checks


Physical Demands & Work Environment

Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, cash register, telephone, fax machine, calculator/adding machine, computer printer and photocopier

Requires the ability to coordinate eyes, hands, feet and limbs in performing movements requiring moderate skill, such as typing

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard or workstation

Requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks


Work Environment

Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury. This position is eligible for remote work one day per week, upon approval.


Pay & Benefits

$60,777 - $97,593 annually, depending on qualifications.
